Job Description Summary: Under general direction, coordinates and supervises operations, maintenance and repair work related to all aspects of utilities maintenance with an emphasis on Water Distribution. In close collaboration with other workgroups, oversees and implements corrective, preventative, and predictive maintenance programs for essential equipment related to water distribution. Responds to public inquiry and requests and ensures timely and appropriate response in accordance with department policy and... practices. Establishes appropriate metrics to measure program progress and success and supervises ongoing monitoring and data collection. Participates as a member of the Utilities Maintenance team and works collaboratively with other workgroups and agencies to foster efficient, proactive approach. Job Description: ESSENTIAL DUTIES AND RESPONSIBILITIES In close coordination with other workgroups, develops and implements the Utilities Water Distribution maintenance program. Works collaboratively with other city departments, outside organizations, agencies, private contractors and the public on Water Distribution maintenance to establish service level standards and practices. Provides technical guidance, direction, training, and information to other City departments, outside organizations, agencies, private contractors, and the general public for all aspects of water distribution systems operations, maintenance, and repair, including serving as the Operator in Responsible Charge for the Water Distribution System unless otherwise delegated within the department. Ensures regulatory compliance and reports spills, main breaks, and other discharges as required by environmental/public health agencies (U.S. EPA, Colorado Department of Public Health and Environment, among others). Takes the lead in investigating and providing information on legal claims regarding water distribution. Investigates and analyses water leaks to determine cause and resolution. Oversees corrective and preventative maintenance programs related to water mains, services, meters, fire hydrants, vales, and finished water storage facilities. Performs condition analyses of the water distribution system to establish and prioritize maintenance and repair needs. Supervises and manages utility construction, maintenance, and repair operations, including collaborating with engineering staff to regularly assess utility system condition, establish and prioritize maintenance and repair needs, and develop short-range and long-range work plans. Remains generally alert to utility conditions indicating anticipated or needed repair. Performs field inspections. Collaborates with Engineering and/or Planning functions and escalates findings to Utilities Management as appropriate Updates job knowledge regarding government standards, legislation, new maintenance procedures, developments in equipment design, and other changes in water distribution and related fields. Functions as member of cross disciplinary team responsible for maintenance of water distribution, wastewater collection, stormwater and flood management, field services, and transportation systems, including collaborating with other supervisors, the Utilities Maintenance Manager, and Transportation Maintenance Manager to effectively prioritize and assign work across multiple workgroups and service areas. Maintains sufficient familiarity with water distribution, wastewater collection, stormwater and flood management, and transportation functions to support integrated work efforts and provide emergency response. May be required to work irregular hours, weekends, evenings, holidays, and/or emergencies as necessary. Supports other workgroups with development and utility replacement projects including but not limited to coordinating and supporting utility operations impacts. May serve as acting supervisor for other maintenance workgroups or as acting Utilities Maintenance Manager, as needed. Manages the work crews, per the supervisory paragraph below, and including supervising day-to-day operations of employees and work crews and assumes responsibility and accountability for performance of crew and work produced. Monitors community complaints and requests for service, and dispatches work crews to appropriately address issues and prioritizes issues based on the potential for public health and safety concerns and responds appropriately. Ensures 24-hour emergency support is available. Troubleshoots problems and provides guidance on resolution, communicates work goals and plans, monitors and reviews work progress to ensure organized and efficient work and quality work products, and determines resource needs. Plans, prioritizes, assigns, and coordinates work, develops and assigns employee and equipment schedules, including supervising contractors and contracts to ensure project plans and specifications are being followed, reviews testing reports, and reviews and approves contractor invoices. Manages contract service and maintenance work. Involves employees in decision-making processes, seeks employee?s ideas and input, encourages employees to be productive and to produce high quality work, and recognizes and works with differences between employees and their work styles. Supports a culture of continuous improvement and implements continuous improvement activities and programs. Monitors the flow of issues and cases into software programs and dispatches work crews to appropriately address cases. Monitors the resolution and closure of cases. Attends meetings, provides input, and suggests alternatives to supervisors in planning larger project and developing short and long-term work plans. Develops and maintains safety procedures and enforces applicable safety policies, as related to field operations and equipment operation, maintenance, and repair and provides training for staff in maintenance and safety. Supports a culture of two-way dialogue and ensures all workgroup employees receive timely and relevant information. Performs administrative duties, including functioning as part of the workgroup leadership team by helping provide leadership on workgroup administrative policy setting and decision-making. Assists Utilities Maintenance Manager with the development and implementation of the equipment and maintenance budget, including prioritizing equipment and spare parts purchases. Provides feedback to peer Supervisors and Utilities Maintenance Manager about maintenance expenditures and trends, utilizing reports as appropriate. Contributes to cost of services analyses and makes recommendations on resource decisions based on these analyses. Develops, monitors, and periodically updates metrics to assess and continuously improve workgroup performance. Implements and updates the computerized maintenance management system to document maintenance activities. Manages computerized information logs and databases to track performance and efficiency. Regularly reports activity volumes, maintenance trends, potential concerns and improvements to Utilities Maintenance Manager. Uses City financial software to track and manage the maintenance budget and conduct financial transactions. Identifies personnel, material, and equipment needs and estimates costs for identified needs. Provides recommendations on equipment purchases and helps develop product specifications for bid purposes. Conducts maintenance staff meetings and coordinates various committee and project meetings. Supports implementation of databases, software, field applications, and other technology solutions. Oversees materials supply to include managing inventory, purchasing and ordering schedules, including orders, purchases, and distributes materials, supplies, and equipment and ensures compliance with associated City policies and procedures. Maintains equipment and O&M manuals and updates as necessary. May be required to perform specialized tasks at a work site on occasion depending on the individual expertise and abilities of the work crew members. ADDITIONAL RESPONSIBILITIES Performs related duties as required by management to meet the needs of the city. Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Knows and complies with all city and department policies and city values; participates in professional trainings and development; and adheres to attendance and workplace attire policies. All City supervisors are responsible for appropriately incorporating the principles of community sustainability into work on a routine basis; understanding and enforcing relevant collective bargaining agreements and management policies; hiring and firing supervised employees or making related recommendations; ensuring employees are trained initially and on an ongoing basis, as needed; providing appropriate feedback to employees by monitoring day-to-day performance; completing performance evaluations on time; correcting problems in employee work habits or performance in a timely manner; prioritizing and scheduling work functions and vacations; ensuring adherence to established safety standards; ensuring the timely completion and submission of all paperwork required by the City to process employee transactions, insurance or injury claims, etc.; maintaining related records; and ensuring the accuracy of reported time use. Have and maintain acceptable background information, including criminal conviction history and motor vehicle record. PREFERRED QUALIFICATIONS Experience in heavy construction. Supervisory experience in the water distribution maintenance field, including training staff. Experience with continuous improvement projects. Valid Class A or B Commercial Driver?s License (CDL). Skills with including database and computerized maintenance management system experience. Experience with City design criteria and standard specifications. Bilingual in Spanish REQUIRED EDUCATION AND EXPERIENCE Associate?s degree in Engineering Technology, Construction Management, physical or biological sciences, or a related field and at least four years of full-time experience in utilities maintenance or construction in the water distribution field, or any equivalent combination of education and experience. Supervisory experience, crew lead or lead worker. Progressively responsible experience in water distribution maintenance and operation activities. Experience with various utilities maintenance equipment including tap machines and locators. First Aid/CPR certified through Red Cross or equivalent accredited institution, including the ability to complete and update First Aid and CPR Training and certification on an annual basis. Certified and experienced heavy equipment operator. Confined space and trenching and shoring certified. State of Colorado Class IV Water Distribution System Operator or ability to obtain within nine months after hire/promotion. SUPERVISION Supervision Received: Utilities Maintenance Manager Supervision Exercised: Water Distribution Operator I, II, III, IV and Lead Operator. WORKING CONDITIONS Physical Demands: Ability to perform a wide range of physical and manual tasks in an indoor and outdoor environment. Effective verbal and written communication skills. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions and in confined spaces. Upper body strength to lift and carry equipment and supplies as needed. Ability to work in odorous, dirty conditions associated with flood management and Greenways areas. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Work Environment: Works year-round in an outdoor environment and at times in adverse weather conditions, such as rain, wind, heat, cold, and snow. Works in an industrial setting subject to continuous interruptions and background noises. May experience stress from demanding deadlines, public contact, and changing priorities and conditions. May experience stress from encounters with concerned or distraught customers. Must participate in rotational standby, respond to afterhours calls, and participate in Snow Operations.
