What you will do! The primary role of the REALD & SOGI Outreach Manager is to oversee and lead the Outreach Team, working closely with the REALD & SOGI Programs Manager. This position is responsible for managing the Community Engagement Program, which includes four Community Engagement Specialists, and the Provider Engagement Program, consisting of three Provider Administrators. Both programs are critical in ensuring that REALD & SOGI data collection standards are implemented consistently and equitably. This role supports the REALD & SOGI Section?s comprehensive efforts by collaborating with OHA leadership, management, and program staff to engage with community members and organizations. The aim is to develop and implement strategic policies and practices that promote REALD & SOGI data standards and work toward eliminating health inequities. Responsibilities include providing consultation, training, and support related to REALD & SOGI data collection and use. The REALD & SOGI Outreach Manager also assists the REALD & SOGI Programs Manager in identifying community and provider engagement priorities, and in developing strategic policy objectives for REALD & SOGI. This role involves offering strategic guidance to ensure that REALD & SOGI policy priorities align with overall OHA policy objectives and the priorities of various OHA divisions. MINIMUM QUALIFICATIONS The position requires either a Bachelor?s degree in a related field combined with three years of related experience, or six years of supervision, management, or progressively related experience. Preferred Qualifications: Master?s degree or higher in Public Health, Public Administration, or a related field, or equivalent training and experience relevant to community outreach, public health program administration, relationship development with healthcare providers, and public health informatics systems. Proven expertise in data collection and analysis related to race, ethnicity, sexual orientation/gender identity (SOGI), disabilities, and language, with a track record of addressing health inequities. Demonstrated ability to manage staff effectively, develop and implement program rules and policies, set long- and short-term goals, and evaluate program outcomes. Advanced proficiency in applying independent judgment to coordinate and prioritize projects across multiple operational and administrative systems. Proven track record of interfacing with Oregon state personnel systems and engaging with staff and representatives from state, local, and federal agencies with diverse communication styles and needs. High level of skill in customer service with a notable ability to respond promptly to customer requests, combined with innovative thinking, flexibility, and effective management of change and resources. Extensive experience with personnel and position management systems, budgeting principles related to program management, and employee relations. Well-versed in continuous improvement principles and organizational behavior. Skills Required: Exceptional ability to communicate effectively in writing and oral expression. Skillful in writing and analyzing general, statistical, and technical reports. Accomplished in supervising, including planning, and assigning work, managing team performance, identifying training needs, motivating team members, and handling disciplinary actions. Proven capability to organize work by establishing operating and reporting relationships and assigning work accordingly. Working Conditions: The E&I office is located in Portland. Occasional travel is required to Salem and around the state. Telework is an option for many aspects of the work. Some nontraditional work hours. Requires frequent use of a computer for prolonged periods to produce written documents. Must have good computer skills and willing to learn new technologies as they are introduced into the workplace.
