Job Description

Lockheed Martin is seeking a Procurement Analyst Liaison to provide Acquisition and Service Contract Subject Matter Expertise (SME) to USG customer.

Compile, staff, and track procurement packages for the acquisition of SCR manpower equivalents (CMEs) for commercial services; primary responsibility for ensuring that SCR packets are complete and accurate. Review and assist with refinement of SCR packages.

Coordinate and communicate with Requirement Owners, Contracting Specialists/Officers, unit staff, and higher headquarters to identify and prioritize SCRs and to resolve staffing issues. Respond to requests for information as necessary.

Work with Contracting Office Representative (COR) to clearly define acquisition requirements in terms of cost, schedule, and performance and to document critical features and characteristics of requested services.

Recognized as the directorate expert in Service Contract Requirements (SCR), contract Manpower Equivalents (CME), and general contract administration; responsible for managing, developing, and identifying near and long range plan SCRs.

Assist leadership in establishing and evaluating initiatives to achieve an effective program execution plan; providing guidance and oversight to include presentation and analytical data review and analysis.

Develop plans, procedures, and precedents for operations of the SCR review and reporting process. Provide oversight and process guidance in collaboration with all stakeholders in acquisition process to ensure staffing actions and SCR documents progress to completion and projects are brought to fruition.

Manage program data to provide leadership with SCR, CME, and funding metrics.

Assist monitoring contract performance to ensure milestones; coordinate resources to identify and extract data necessary to support performance metrics contracting progress.

Performs budget planning and analysis functions, perform follow-ups with appropriate stakeholders to ensure funding documents are certified in a timely and effective manner.

Track and analyze actual obligation and expenditure rates; update budget estimates quarterly to reflect operational changes, ensure financial plan objectives are met and existing laws and regulations are adhered to in a timely and effective manner, reconcile budget execution transactions.

Reconcile commitments, requirements, obligations, expenditures, and unliquidated obligations; initiate cost transfers to realign erroneously charged funds; monitor year end closeouts to ensure proper and full execution of funds.

Maintain historical records of SCR contracts/packages.

Oversee SCR process improvement efforts to improve customer service and staffing efficiency.

Position is equivalent in scope and complexity to a GS-12/13.

Basic Qualifications

Active Top Secret clearance, eligible for access to Sensitive Compartmented Information (SCI).

Demonstrated knowledge and compliance with the Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation supplement (DFAR).

Must have experience with general guidelines of DOD and Army regulations, policies, procedures, and legislation, including procedures for the request, receipt, storage, issue, and disposition of supplies and equipment to include use of associated forms

Must have a comprehensive knowledge of Microsoft Office suite.

Work Schedule Information

Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
