Opportunity awaits! Our Vocational Rehabilitation team is hiring a Compliance Analyst (Operations and Policy Analyst 3). This position serves as a lay representative for the Programs fair hearings, mediation and dispute resolution processes. Extensive experience with the Vocational Rehabilitation Counseling Process is required as is a demonstrated knowledge and understanding of Federal Policy and Guidance related to the Vocational Rehabilitation Process. Summary of Duties As a Compliance Analyst, you will: Represent the program as a lay representative at all levels of the client dispute resolution process from informal resolution processes and mediation to formal administrative hearings. Serve as a program coordinator and subject matter expert in the development, review and issuance of Notices of Proposed Action (NOPAs). Ensure NOPAs are issued consistently statewide and evaluates NOPAs for sufficiency based upon case file reviews, counselor interviews and feedback from managers and subject matter experts. Review and analyze complex data and develop information that is not otherwise available to address multifaceted cases. Anticipate strategy and actions of other parties involved in the dispute and prepares recommendations to address all situations that could arise. Perform case file review and analysis to help staff resolve difficult and challenging cases or to provide technical assistance for cases that may result in a fair process hearing request. Analyzes the impact of laws, regulations, and rules on the provision of services to consumers. Minimum Qualifications Must have a valid driver's license and acceptable driving record. If not, must be able to provide an alternate method of transportation. A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Essential Attributes We are looking for candidates with: Extensive experience and understanding of the vocational rehabilitation process. Experience and understanding of federal rule, policy and guidelines that govern vocational rehabilitation. Experience and understanding of VR dispute resolution, mediation, conflict management and fair hearings process. Experience communicating effectively in person, virtually, and over the phone by tailoring information for the needs of diverse audiences. Attention all candidates! A cover letter is required. Your work will take place in office settings and other community sites. Requires extensive travel to branch offices and frequent overnight travel for attendance at meetings. Must function well as a team member and also perform independently under the pressure of the legal process. You will interact with a wide range of people including some who have experienced trauma and may exhibit challenges in controlling their emotions. You may encounter stressful situations that require quick decision-making to ensure safety of yourself and others.
