Transportation Specialist- Direct Hire (Remote)
Summary
The CDL Division is responsible for ensuring State compliance with Federal CDL program requirements and working with States to improve highway safety by ensuring drivers of large trucks and buses are qualified to operate the vehicles and removing unsafe and unqualified drivers from the highways. The Division is responsible for developing, issuing, & evaluating standards for testing and licensing commercial motor vehicle drivers, working with States to ensure uniform and consistent integration.
Duties
As a Transportation Specialist, you will: Review proposed legislation to determine impact on commercial vehicle drivers, State Driver License agencies, and FM CSA. Assist others in drafting rule makings related to the CDL program. Conduct CDL program reviews to verify State compliance with Federal requirements and assess program effectiveness. Make recommendations to improve program compliance and effectiveness. Conduct research and data analysis, for use within briefings, presentations, reports or other correspondence to Agency officials, other Federal, State, and local agencies, and to the general public. Draft correspondence in response to inquiries from Congress, general public, industry organizations, and commercial motor carriers regarding compliance with the Federal Motor Carrier Safety Regulations. The ideal candidate is a skilled professional with in-depth knowledge of standards for testing and licensing commercial motor vehicle drivers and working with the States to ensure uniform and consistent integration of these standards into the State driver licensing programs. Has a thorough understanding of administering Federal CDL grant programs that provide States and other entities/organizations with financial assistance for program improvements.
Requiremennts
CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives. Experience in analyzing regulations and directives for decision making transportation problems. Experience communicating orally and in writing technical information, policy, and procedural interpretations. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives. Experience applying analytical, fact-finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes. Experience communicating orally and in writing technical information, policy and procedural interpretations. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives. Experience applying analytical, fact finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes. Experience communication technical information verbally and in writing regarding policy and guidance to other Federal agencies, industry, and the public on complex issues. Problem Solving (t) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
