Duties
The employee provides services to TTB customers and business partners in a geographic area that includes the continental U.S. and Puerto Ricoand is responsible for providing their own workspace within the continental U.S. The position may require travel approximately 25% of the time throughout this area.

As a TAX AND TRADE SPECIALIST (PROGRAM MANAGER), you will:
? Serve as an expert authority on broad alcohol program issues falling within TTB's jurisdiction.
? Manage projects involving studies of processes, problems, and initiatives that concern Office and Division programs and associated activities in other Federal, State, local, and international regulatory and taxation agencies and organizations.
? Perform complex, in-depth studies and/or directs and coordinates task forces or working groups on significant issues which impact on functions and programs of national and international significance.
? Develop long-range plans, goals and objectives for assigned program areas to ensure public safety and promote optimal alcohol and industry involvement and compliance.
? Prepare presentations and provide briefings on extremely sensitive, complex controversial, and critical regulatory, compliance and enforcement program issues which have national and/or international impact.

Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service
Specialized experience for this position includes:
? Conducting regulatory projects or enforcement efforts in alcohol beverage and tobacco regulatory program areas; AND
? Developing/conducting training or presentations; AND
? Leading teams or working groups created to resolve issues or carry out enforcement actions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
? For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT (CONTINUED):
? A one year probationary period may be required.
? Must successfully complete a background investigation.
? Public Trust - Background Investigation will be required.
? Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

? This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into 'Continuous Vetting.' Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
