OIT?s new Senior Manager of Finance may be just the opening you are looking for. As the leader of the Service Finance Team, you will play a pivotal role in overseeing and actively participating in detailed financial analysis and budget execution. Your proficiency in IT Financial Management will be seamlessly integrated into every transaction, providing expert opinions on fiscal matters. Your contributions will extend to the formulation of critical systems, processes, and guidelines aligning with our strategic plan.
In this role, you will serve as a strategic business advisor to senior leaders, assisting in the evaluation, implementation, and reporting of agile financial resource planning. Your responsibilities will encompass managing various fiscal transactions, including purchasing, accounting, contracting, budgeting, rate setting, cost allocations, and adherence to legislative rules and regulations.
Beyond leadership, you will also mentor Financial Analysts and offer expert fiscal support for designated OIT services, service portfolios, and/or functional units. Fostering a collaborative environment across functions and departments, you will actively engage in interactive communication with senior management to ensure a comprehensive understanding of fiscal and budget policies. Some Of Your Important Responsibilities Will Include
? Analyze the financial resource requirements for deploying the assigned service(s) and provide detailed expenditure and revenue forecasts on a monthly basis.
? In accordance with the approved OIT rate methodology, develop and provide justification for unit costing and Agency allocations as necessary.
? Provide the fiscal expertise with the Service Owners(s) to develop Concept Papers on all strategic analysis for new funding requirements with involvement together with the Budget Office in developing acceptable requests to the state budget office.
? Assist in the mentoring of other Financial Analysts to develop cross-training support within the functional area(s).
? Act as the budget approver for all fiscal transactions within the Procurement and HR systems, ensuring these documents contain the proper budgetary and cost account coding.
? Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity, and inclusion. Attend training, development, and group training on topics of inclusive leadership.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a Skills-based Job Announcement. The required minimum qualifications and/or
education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications
? A minimum of five (5) years of experience in an occupational field related to the work assigned to the position, including previous experience in performing forecasting and budget analysis, including the management of multiple appropriations that have multiple funding sources.
? Three (3) years of experience as a supervisor or manager of financial professionals.
Substitutions
? Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
? Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
? If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications
? Expert knowledge in governmental financial management and systems is required for the proper interpretation/disposition of the financial and budget requirements.
Conditions Of Employment
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
Supplemental Information
If this posting indicates ?remote from anywhere in CO? in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
