CareFirst is seeking a technical Program Manager to provide support in a dynamic organization focused on delivery of evolving data products for key stakeholders. As a program manager you will work with the technical teams, business teams and other analysts to support business outcomes and delivery of multi-faceted programs impacting multiple areas of the organization. You will be expected to navigate priorities, manage complex stakeholder expectations, drive execution and identify process improvement opportunities. The position requires a collaborative mindset across business and technical teams to effectively manage delivery goals and risk management.
Remote position with occasional travel to Baltimore / DC based offices for strategic sessions.

PURPOSE:

Develop and manage plans, implementation documentation, standards, action plans, and meeting deliverables, and scorecards.
Solve unique problems with broad impact to business; requires conceptual and innovative thinking to develop solutions.
Provide direction to teams in a matrixed environment to drive outcomes.
Utilize agile scrum methodologies and management tools for workstream tracking, PI Planning, identification and documentation of risks and dependencies, critical path analysis and coordination across multiple teams (using Jira).
Report status against commitments to keep business and other stakeholders informed.
Manage relationships across business and IT leading to a collaborative environment.
Provide business analyst services to technical and business teams to better refine requirements and understand business impact.
Define and manage service level agreements (SLAs) to ensure data products meet performance and availability expectations.
Implement change control processes to manage updates, enhancements, and changes to data products.
Provide user support and ensure that data product users have access to necessary resources and documentation.
Manage processes of monitoring and alerting systems to track the performance and health of data products.
Manage execution and usage of large program budgets across enterprise data products while balancing prioritization of key initiatives.
Lead release readiness through in-depth release planning, change management and appropriate communication.
Assist in development of business solutions to further drive value realization.
Support solution and data product portfolio and delivery execution model.

QUALIFICATIONS:

8 years' of project or program management experience.
Agile Methodology.
Excellent interpersonal and communication skills (written and oral).
Self-starter who can work independently with clear and defined deliverables.
Ability to build and maintain relationships across cross functional teams.
Excellent oral and written communication skills.
Proficient in Microsoft applications (Word, PowerPoint, Visio, Outlook, Excel, Teams).
Experience in Jira.
Bachelor's degree in business management or related field.

Preferred Qualifications:

Mixed experience in healthcare and information technology.
Certification as Agile Scrum Master.
Data and/or Business Analysis experience.
Familiarity with technology and concepts often used in Data and Analytics products (ETL, Data Lake / Warehouse, Microsoft Azure, Informatica, SQL Server, PowerBI, Microstrategy).
Project Management Professional Certification (PMP).
Master's Degree.

Education Level: Bachelors Degree in Business Management or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Licenses/Certifications Preferred: Certified Project Management Professional (PMP)-PMI. Knowledge, Skills and Abilities (KSAs)

Ability to synthesize large complex data and analysis into clear, concise, executive level presentations that allow for rapid grasp of business problem or opportunity and understanding of feasible solutions.
Effective understanding of how functions integrate within the division and the strategic concept behind the corporate goals.
Ability to translate business needs as it relates to technology, systems, and vendor platforms.
Ability to identify and shepherd strategic opportunities that have a significant impact on the organization.
Ability to establish working relationships and influence/persuade across all levels of leadership including C-Suite.
Knowledge and discipline of Process Improvement.
Use of Microsoft Applications.
Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range: $100,800 - $200,200
