Job Type: Regular Director, Information Services Project Management Office Position Description Reporting directly to the VP, Chief Information Officer, this position is responsible for leading the development and execution of strategic planning and project and portfolio management. Specifically, the Director will provide expertise and management of the IS portfolio of projects, manage the IS PMO... project managers and contractors, and through staff manage the IS Business Office. Provides leadership and focus on IS strategic planning and investment analysis, and leads activities related to IS governance, demand management, software and service evaluations and IS/business performance analysis. Establishes methods and processes to help RAND orchestrate, prioritize and benefit from IS projects including determination of risk-reward tradeoffs, project and organizational constraints and expected benefits realization. Provides leadership and direction to the Project and Portfolio Management group. Provides leadership to IS and enterprise stakeholders including being conversant with the future direction of information technologies, how that direction will impact the total breadth of RAND?s stakeholders, and how future and current technologies can be utilized to grow and transform the enterprise. Responsible for management duties: 1) Determines staff levels, interviews, and hires new employees, ensures appropriate training, conducts performance reviews, counsels employees, and takes appropriate disciplinary action in consultation with HR. 2) Develops and administers objectives, operational policies and procedures, budgets and sets strategic action plans for achieving goals. 3) Provides leadership and motivation by establishing clear expectations, communicating performance feedback, and giving timely and thorough performance reviews and feedback while following established project methodologies. Provides expert-level guidance and assistance in preparing project communications, provides status reports to senior executive management, leads governance committees, and makes any necessary recommendations to ensure the success of a project as measured by desired outcomes. Exercises discretion and judgment to determine level of management involvement needed and escalates any risks or issues as appropriate. Manage the IS Business Office through staff including managing software licenses paid for by IS, managing the fulfillment of mobile phones, plans, and billing, supporting the capital asset tracking of IS assets, oversight for management of Workday records of tracked computing hardware, supporting IS requests for software, hardware, and services, supporting the invoice payment procedure, cost transfers, maintain vendor relationships, managing business reviews, renewals, and managing statements of work. Responsible for other duties as assigned. Qualifications Deep technical knowledge. Excellent written and verbal communication skills. Progressive management experience including large-scale Program and project management and personnel management; specific experience managing a project portfolio in excess of 10M preferred. Ability to establish credibility and rapport with senior level executives and technical and non-technical team members. Knowledge of standard project methodologies (Waterfall and Agile) and effective change management techniques. Ability to influence, shape and obtain stakeholder buy-in for an IS strategy in a complex organization. Experience Minimum 11 years of related experience to include commercial/business-focused experience, including a minimum of 5 years of supervisory experience. Education High School Diploma or GED required BA/BS preferred; MA/MS preferred Clearance Ability to obtain a Security Clearance. U.S. Citizenship is required to obtain a Security Clearance. Location RAND?s Santa Monica CA, Washington DC (Arlington VA) & Pittsburgh, PA offices. May work from home two days per week. Salary Range: $172,800, - $276,800 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate?s work experience, education/training, skills, expertise; and internal equity.?he salary range includes base pay plus RAND?s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
