Are you looking for an opportunity to bring your professional communication experience to a role promoting Apple Health (Medicaid) to Washington residents?

This position is the primary staff person developing marketing, promotional, and reporting communications for Apple Health and COFA Islander Health Care programs. The ideal candidate will bring experience with web accessibility to a highly deadline-driven environment to create effective, usable, and clear communication materials that are compliant with federal and state standards and laws.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties

Some of what you will do:
? Plan, coordinate and implement the marketing communications and user experience solutions program for Apple Health (Medicaid), COFA Islander Health Care programs, and clinical quality and care transformation (CQCT) communications.
? Develop and maintain Apple Health brand standards.
? Plan, coordinate, and implement user experience components of communications plans.
? Collaborate with communications and program staff to design, write, and edit communication products that follow agency brand standards and appropriate design methods for web and print use.
? Determine the most effective way of getting the agency's message across in print and electronic media in accordance with agency standards and industry best practices.
? Determine and implement the most effective way of requesting and gathering required information from members, potential members, and providers using a variety of methods of editing, visual design, interaction design, and accessibility design.
? Establish and maintain production schedules and editorial calendar for publications and printing.
? Support annual publication review process.
? Ensure graphic and web products comply with guidelines for Americans with Disabilities Act and Title VI, and Section 508 web accessibility requirements.
? Establish, manage, and enforce web content and standards in support of agency branding, goals, and policies.
? Review and proofread work created by other designers, program staff, and supervisor to ensure that all content changes are accurately incorporated.

Qualifications

Required qualifications:

Qualifying candidates will satisfy one of the following qualifications options:

Option 1:
? Bachelor's degree in graphic design, English, communications, journalism, humanities, public relations, visual arts, fine arts, or related field and
? Three (3) years of professional experience in graphic design.

Option 2:
? Two (2) years of design school or college-level design training and
? Five (5) years of professional experience in graphic design.

Option 3:
? Seven (7) years of professional experience in graphic design.

Required competencies:
? Demonstrated knowledge of the methods and techniques of visual design and printing, including use of Pantone?Matching System, type, illustration, photography, and various layout techniques.
? Demonstrated knowledge and ability to apply plain language principles to written and visual communications.
? Knowledge of how to prepare electronic files for printing and provide detailed written instructions to printers.
? Demonstrated knowledge and ability to use graphic design software, especially Adobe InDesign, Acrobat Professional, Illustrator, and Photoshop.
? Experience in designing image-oriented materials, such as displays, and perform text-intensive page layout for lengthy publications and technical reports.
? Experience designing forms and reports in InDesign and Acrobat Pro.
? Knowledge of web accessibility principles and experience applying them to products.
? Experience designing to graphic identity standards and/or experience developing a graphic identity program.
? Experience creating styles and templates in Microsoft Word for use by non-designers.

Preferred qualifications: ? Lived experience with state-funded Apple Health or behavioral health programs. ? Professional communications experience with one or more of these languages. ? Cambodian ?
